Program Data Definitions

Markets Forecast is based on an underlying database of bottom-up forecasts and related information. It is important to note that these databases export as Comma Separated Value (CSV), a flat database format, where each row is a unique record and each column is a database field.

Records (rows)

Because the program data export is a flat database/file, it may appear that there are several records entered for a single program. These are not duplicates; rather each record is unique. As part of our methodology, we create a unique record for an item if it is a different version or variant of a product or program, if it is used by a different country or service, if it is mounted on a different platform or if it is delivered by a different contractor. Or, in some cases more than one record is used to reflect the various stages of a product’s life cycle. This methodology enables Markets Forecast to track differences in unit costs, subcontractors, etc. at the product level.

Fields (columns)

Each column in the Markets Forecast database export is an individual field that relates to the information we track for all records. Below you will find definitions for all published fields

Record ID

Unique numerical identifier for each record. ID numbers remain constant and unique over time to enable easy synchronization of offline projects.

Markets

The name of the market as defined by technology, equipment or function (Refer to the Market Definition section).

Program Family

A US Centric field that provides you with specific Acquisition Category I & II programs (ACAT), which are Major Defense Acquisition Programs (MDAP)

Supplier

An abbreviated Name of the primary supplier full name (refer to primary supplier full name below). This abbreviation is used in the Markets Forecast chart legend to streamline Chart Images. In the case of service contracts, the primary supplier field is used for the service provider. In all cases, the primary supplier is the generally accepted name of the parent company. For example, a Sikorsky helicopter would show United Technologies as the primary supplier. We have chosen use that recognized parent name even when the organization is owned by a private equity firm.

Working Arrangement

The basic nature of a Joint Venture, Team, or Consortium. We classify working arrangements into two categories:   Program and/or Company

Stakeholders

A listing of the participating Suppliers in the Joint Venture.

Govt Prime

The business entity that holds a contract award from the government and is ultimately responsible for delivering the system to the end user. A Government Contractor can be a joint venture team, consortium or a listed or private company.

Analyst’s Supplier Comments/Assumptions

This field is provided to document Markets Forecast analysts’ assumptions or comments regarding the listed Primary Supplier (e.g. Mitsubishi is a Licensee).

Item Name

The name of the specific system, product, device or program to which all other database fields relate. (See Item Hover)

Item Family

The next level up to combine provide a shortened and or another grouping of the Item name.

Hover-over Family

A categorization or grouping of industry recognized families, programs or functionality sets that link-up “Like Item Name(s)”.

Description

Brief description of the Item outlining key parameters of the program or support.

Code Name

Military call, reference or code name for an Item (if applicable).

AN Number

Army/Navy (AN) nomenclature of the Item (if applicable)

Platform Type

A mutually exclusive and collectively exhaustive segmentation based on size or features of the platform on which the Item is installed, mounted or carried. This segment is standardized across all Market Types and the choices are: Ground Vehicle, Ship, Submarine, Fixed-Wing, Helicopter, Tilt-Rotor, Ligh'r than-Air Craft, SpaceSystems, Ground/Fixed, Manportable, Grd/Transportable, General Tech, Multiple, Artillery, Space Launch Veh, Missile, or Prec Guided Wpn.

Function

A segment based on the Item’s primary use or functionality. Functional segment values are unique to each market.   (refer to each market’s functional segmentations found in the Market Boundaries for a particular market.

Platform Type Detail

A further segmentation/grouping to provide additional details on the Platform – Example:   Platform Type might be Fixed Wing and Platform Type Detail could be SpecMission, Strike/Attack, Transport.   Platform Type might be Ship, and the Platform Type Detail could be Destroyer, Frigate, Corvette, and so on.   It’s another way to identify and narrow down what is most relevant to you.

Item Path

A segmentation based on the signal or flight path. This segment only applies to 4 markets – Radar, EO/IR, Missile, and PGW.   The choices are: Air/Air, Air/Ground, Air/Ship, Air/Space, Ground/Air, Ground/Ground, Ground/Ship, Ground/Space, Ship/Air, Ship/Ground, Ship/Ship, Ship/Space, Space/Air, Space/Ground, Space/Ship, Space/Space or Not Application.

Platform Specific

The specific platform - aircraft, vehicle, ship, satellite or fixed site - on which the Item is installed, mounted or carried (if applicable).

Attributes

These fields represent additional segmentations available for each market to categorize the records based on underlying attribute “sets” for the database items. This provides some additional unique ways in which to view the market. Refer to Attributes Definitions below for each Core and Feeder market.

Force Structure

A segmentation based on the Item’s role in the Service Branch’s force structure. This segment is standardized across all Markets and the choices are: Strike/Combat, Defensive Sys, Info Superiority, Logistics, or Other.

Platform Family

This field groups the platforms listed in the System Specific Field into industry recognized families, ship classes, or sets. Where an application is used aboard more than one platform, Markets Forecast analysts use “multi” to indicate multiple platform types, for example Multi-Aircraft, Multi-Ship, or Multi-Platform. Examples: 1.F/A-18 platform family encompasses all models and series of the F/A-18, to include the EA-18, CF-18, and EF-18. 2. Oliver Hazard Perry FFG includes those ships renamed by the operating country to include the Mubarak (Egypt) and General Pulaski (Poland) 3. HMMWV includes all variants such as, M998, M114, M1145, Avenger, and SLAMRAAM.

Manned/Unmanned

This field indicates if the platform associated with the record is manned or unmanned (UAV, UGV, USV), or optionally manned (Military Aircraft, Military Ground Vehicles).

Analyst’s Item Comments/Assumptions

This field is provided to capture Markets Forecast analysts’ assumptions or comments regarding the particular Item.

Production Type

This indicates whether the item associated with the record represents new/original equipment or modification/upgrades, along with NA if it’s services related.

End-user Country

The country that receives the forecasted Item. This segment is standardized across all Market Types and the choices are recognized nations and some international organizations such as NATO.

Service Branch

A segmentation based on generic organizations that are expected to receive the forecasted Item. This segment is standardized across all Market Types. The choices are: Army, Navy, Air Force, Marines, Space Agency, ATC Agency, Defense Agency, Other, Multi-Service, Unidentified, HLS Agency, Unidentified R&D, Multi-Agency, and Non- Defense Agency.

Service Branch Organization

The specific government organization or armed service in the End-user Country that receives the forecasted Item.

Analyst’s End-user Comments/Assumptions

This field is provided to capture Markets Forecast analysts’ assumptions or comments regarding the Item’s End User.

Country of Final Assembly/Service Origin

The country where the forecasted Item is finally assembled or the country of the Supplier providing the services contract support. This segment is standardized across all Market Types and the choices are recognized nations and some international organizations such as NATO.

FYDP/PEDS

An indicator as to the last year a US record was identified in procurement or RDT&E documents. (not a separate column in the download)

Appropriation Number (APPN #)

Appropriation Number is a US DoD assigned alpha- numeric, one such number for each specific DoD appropriation. Generally, they are four digit numbers followed by an alpha character assigned to each Service or Agency (in Defense-Wide category). The APPN # is synonymous with the (name of) the Appropriation. For example, APPN # 2031A is Aircraft Procurement, Army and Aircraft Procurement, Army is APPN # 2031A.

Appropriation

Appropriation is the specific name of each individual US DoD Appropriation type. There are 21 different appropriations in the Procurement category, six different Research, Development, Test and Evaluation (RDT&E) appropriations in the RDT&E category, and many different appropriations in the Operation & Maintenance (O&M) category (in addition to other appropriations not generally counted in Markets Forecast (such as Military Personnel (MILPERS) accounts)). An appropriation example is Weapons Procurement, Navy or WP,N (each appropriation generally has a short form for database purposes). Military Service comptroller manuals specify the purpose of each appropriation and dictate the rules under which each appropriation can be expended. Appropriations are divided into Government Fiscal Years (GFY) for accounting purposes; hence, FY16 WP,N is different than FY17 WP,N. The (name of) the Appropriation is synonymous with the APPN #. For example, Aircraft Procurement, Army is APPN # 2031A and APPN # 2031A is Aircraft Procurement, Army.

Budget Activity Number (BA #)

Budget Activity Number is a number from 01 to 08 assigned to budget categories below the appropriation level to indicate certain groupings (categories) of similar acquisitions. For example, new aircraft, aircraft modifications, support equipment and facilities and spares would all have different BA #s. Similarly, ships support equipment, communications and electronics, aviation support equipment, and ordnance support equipment would all have different BA #s, since they are different groupings of procurement. Many times the OSD(Comptroller) publishes budget books by BA #, so when viewing online, it helps to know the BA # to access the “right” book.

Project Number (Proj. #)

Project Number is an alpha-numeric, assigned to each specific set of taskings or projects, defined by budget, schedule, deliverables, and other criteria within a specific Program, Project and Activity (PPA). A PPA may have a single project or multiple projects. Project numbers generally remain fixed to a certain tasking. Project numbers differ in format among the Services.

Line Item Number (LI #)

Line Item Number is a sequential number assigned by Service by Appropriation from 1 to “n”. PEDS generally displays the Line Item Number at the bottom of each page. This is not to be confused with the BLI or Budget Line Item at the top (right) of the page (which we refer to as Project Number).

Program Element Number (PE #)

The Program Element Number (or PE) is an alpha-numeric assigned by the Services to all Research, Development, Test &Evaluation (RDT&E) PPAs. It is generally octal in format, that is, seven digits followed by the Service letter. An example is Air Force PE 0603438F, which is the PE for Space Control Technology. However, in some cases like Special Operations Command (SOCOM) or OSD, there is more than one letter. Of the seven digits, the last three digits are sequential in nature; but the first four digits are formatted to coincide with BA # and category.

R&D Forecast Values USD ($M)/Euro/GBP

Estimated value of RDT&E sales based on existing or expected government funding for each of the ten years in the forecast period. The values are adjusted to show constant US dollars based on average exchange rates from the previous year.

Analyst’s R&D Comments/Assumptions

This field is provided to capture Markets Forecast analysts’ assumptions or comments regarding the Item’s RDT&E forecast.

P(go) Factor

P(Go) is the Markets Forecast analyst’s estimate of the probability that the Item forecasted will actually be funded as described in the record. This factor only applies to the forecast period and only to the expected revenues from those forecasts. All historic systems are automatically valued at 1. Therefore, P(Go) is used as a factor to pro-rate forecast values for production, R&D, or services. It enables the analysts to forecast Items at full quantities and full Unit Prices, as they expect them to happen in the future, without overestimating the total market size.   There are two P(Go) assessments covering the 10-year forecast period:

·       Item P(Go) Near-Term (1-5 years)

·       Item P(Go) Far-Term (6-10 years)

P(go) Comments/Assumptions

This field is provided for Markets Forecast analysts to document any assumptions or comments regarding the Item’s P(Go). It is a required entry for all P(Go)’s below .9 (90%)

Unit Price USD ($M)/Euro/GBP

This value is the Markets Forecast analyst’s estimated Item near/mid-term production price or delivery price. The unit price is adjusted each year using average exchange rates from the previous year. Along with Unit Quantities, it is used to calculate each year’s production forecast values.

Analyst’s Unit Price Comments/Assumptions

This field is provided for Markets Forecast analysts to document any assumptions or comments regarding the Item’s Unit Price.

Unit Quantities

Number of production units delivered or forecasted to be delivered in each year. Some very complex platforms, such as certain military aircraft and ships, are broken into fractions of annual delivery as sales on such programs may come in the form of progress payments and not conform to final full system deliveries.

Analyst’s Unit Quantity Comments/Assumptions

This field is provided to capture Markets Forecast analysts’ assumptions or comments regarding the Item’s forecasted Unit Quantities.

Production USD ($M)/Euro/GBP.

This is the calculated value of unit and non-unit production adjusted for P(Go).

Supplier Logistics Support (SLS) USD ($M)/Euro/GBP.

This is the estimated value of spares and life cycle sustainment support for fielded equipment and systems provided by a supplier over the forecast period. It is calculated based upon Markets Forecast analyst assumptions regarding spares and sustainment support that occurs over the life of the equipment/system.

Analyst’s SLS Comments/Assumptions

This field is provided to capture Markets Forecast analysts’ assumptions or comments regarding the Item’s forecasted SLS values.

Services USD($M)/Euro/GBP

Estimated value of Services sales based on existing or expected government funding for each year.

Analyst’s Services Comments/Assumptions

This field is provided to capture Markets Forecast analysts’ assumptions or comments regarding the Item’s Services forecast. This field may include service planning targets, and recent contract actions.

Subsystems & Subcontractors

Aerospace & Defense products and devices represent a very broad range of technologies, each Markets Forecast market contains a different set of subsystems that are tracked. There are 2 fields for each subsystem; 1 for the subcontractor, and 1 for the percentage value of the overall system value that the subsystem represents.

Comments/Assumptions regarding subsystems

This field is provided to capture Markets Forecast analysts’ assumptions or comments regarding any one of the Items’ specific subsystem.

FMS

The foreign military sales (FMS) program is part of security assistance authorized by the Arms Export Control Act (AECA). Under AECA, the United States may sell defense articles and services to foreign countries and international organizations when the president formally finds that to do so will strengthen the security of the US.

The program's total expected revenue for each calendar year of the forecast period. The Program forecast is the sum of R&D, Production, Services, and Supplier Logistics Support (SLS) revenue forecasts. All of these values have been factored by P(Go) to prevent overstatement of markets.
