Field Descriptions

This page outlines the criteria for each of the field descriptions.

Programme Name

Where the programme has an official name, it is used e.g. US Army’s Joint Light Tactical Vehicle (JLTV)

Where no specific programme name can be identified a standard format is used:

[country] [service]’s [platform name] [procurement / upgrade]

e.g. Indonesian Army’s Leopard 2 Procurement

Programme Description

This field provides a summary of what the programme is about, so may be an upgrade, new procurement, service life extension or similar programme. Here is an example from the above Operational Requirement: ‘Procure maritime patrol aircraft. Airbus Defence & Space, Leonardo and Saab may compete against Boeing.’

Operating Region / Country

The name of the region / country operating the equipment that the record refers to.

Operator Service

Name of the operator force associated with the programme.

Contract Awarding Body

The name of the organisation that awards any contracts relating to the programme (e.g. United States Army Tank-Automotive and Armaments Command (TACOM), United Kingdom Defence Equipment and Support (DE&S) or Indonesian Ministry of Defence).

Platform Type

Describes the platform by type / classification. Some examples that are used in the Platform Type field are as follows:

Platform Name

The OEM’s designated name for the baseline platform.

Platform Version

Lists the variant of the platform name.

Platform Role

The faceted-classification structure describes the function performed by a platform (aircraft, vehicle, or vessel). Platforms may have several roles and Janes Defence Procurement assigns the main function, some of which are shown here:

Programme Type

The type of programme covered within the record, and has the following options:

  • Decommission – only used for Combat Vehicles and Military Ships
  • Procurement – when a platform is being purchased, either new or second hand.
  • Upgrade – where a platform is being upgrade, modified or overhauled. Recapitalisation, reset and refurbishment programmes are included in this.

Status

The current status filed gives a general idea of where the programme lies within the life-cycle. Status has the following options:

  • Announced - an official source has stated that the requirement exists and is being pursued
  • Cancelled - the programme has been shut down or cancelled before reaching a contract award
  • Committed - a contract has been awarded to a supplier
  • Completed - deliveries have been completed and no further work is to take place
  • Forecast - no official announcements have been made that there is a requirement, however the Janes analyst believes that an opportunity exists, stemming from the methodology.
  • Postponed - the project has been halted before completion but intends to subsequently restart. In many cases these will subsequently be changed to Cancelled after a period of time.

Value of Contract

There are seven fields in the value of contract section.

Before the contract is awarded this presents the upper and lower ends of the estimate (e.g. If it is not announced what the no. of vehicles procured or if there are additional optional elements then the analysis will state it will be at least x and up to y dollars). Once a contract is awarded, the lower is the actual awarded figure, the upper is then what it could raise to with options (Tranche 2 or 3 etc.) if they have not yet been awarded. If there are no options and the contract is everything, the two figures will be the same.

  • Value of Contract (Lower) – shows the lower estimate for the value of the contract in local currency (where available, displays 0 if not populated)
  • Value of Contract (Upper) - shows the upper estimate for the value of the contract in local currency (where available, displays 0 if not populated)
  • Value of Contract (Lower) – shows the lower estimate for the value of the contract in USD
  • Value of Contract (Upper) – shows the upper estimate for the value of the contract in USD
  • Date – the date that the values in the fields relating to local currency estimates were estimated
  • Date – the date that the values in the fields relating to USD currency estimates were estimated
  • Currency – the currency that the local currency fields have been populated with. This field is populated from a controlled list managed in the library tab.

Start Date

For an upgrade programme, the start date is when the government starts spending money (i.e. the contract for an upgrade is finalised).

For a procurement programme, the start date is when the program is conceived.

Request for Information

Point where the concept phase is usually completed and procurement activity begins. A Request for Information (RfI) may be issued to judge industry offerings and technology maturity, followed by an evaluation of alternative solutions. This process leads into the beginning of the Assessment phase. Previously also referred to as Initial Gate based on UK procurement terminology.

This field is not used for upgrades.

Request for Proposal Date

When country issues a Request for Proposal (RfP) for a certain procurement or upgrade programme, identifying the price for the service or product.

For more opaque countries, RfPs are unknown or are referred to in other terms. Where a date other than RfP has been entered, note this in the comments field.

Contract Award

Contract award takes place and final design and manufacturing of the selected platform takes place. Previously also referred to as ’Main Gate’, marking the point when a UK programme receives full-funding for demonstration and production.

This field is not used for upgrades.

In-Service Date

For In-Service Date (ISD) Start, use the date the first platform (of that type) is delivered IF no formal ISD is given. Where one is given, dates like Initial Operating Capability (IOC) or Full Operating Capability (FOC) can be used. For ISD End use the date the last delivery or final platform to enter service in the platform (e.g.: 2018 and 2022 for a number of vehicles delivered from 2018, and the final one handed over in 2022.)

Retirement Date

Use the known or estimated (based on average life) end of active service and withdrawal of this platform and capability from the inventory.

Suggested average platform service lives, assuming no major capability upgrades or Life Extension Programmes (LEP) take place.

  • Combat Vehicles: 25 to 30 years
  • Military Ships: 30 to 40 years
  • Military Aircraft: 30 to 35 years

Manufacturer

The primary supplier for the programme, as identified by the contract award. Where there is a teaming of joint venture there will normally be a lead company, which should be used. This field is populated from a controlled list managed in the library tab.

Inventory

The number of platforms that are currently in service. This figure should be updated with deliveries, to provide a current figure for the programme.
